The County of Haliburton is accepting applications from qualified candidates interested in obtaining a permanent, full-time Procurement Coordinator position. This is a vacant position.

The Procurement Coordinator is responsible for the coordination and facilitation of the procurement process in accordance with applicable regulations, legislation, trade agreements, industry best practices and the County’s purchasing policies. This role ensures that all procurement documentation and communications comply with legislation and the County’s policy for open, transparent, and competitive bidding and tendering processes. The position is responsible for procuring goods and services in a timely and cost-effective manner while mitigating associated risks and liabilities. This role provides advice and support to local municipalities in accordance with applicable legislation and policy.

Requirements for this position include 5 years of experience, post-secondary education in Business Administration, Public Administration, Supply Chain Management, and a public purchasing designation (CPPB, CPPO). For complete responsibilities and requirements please see the below job description.

The hourly wage range for this position is $36.32 - $42.29. Hours of work are 8:00am – 4:30pm, Monday to Friday, 40 hours per week. This position reports to the Administration Office at 11 Newcastle St., Minden, ON, K0M 2K0.

POSITION SYNOPSIS AND PURPOSE

The Procurement Coordinator is responsible for the coordination and facilitation of the procurement process in accordance with applicable regulations, legislation, trade agreements, industry best practices and the County’s purchasing policies. This role ensures that all procurement documentation and communications comply with legislation and the County’s policy for open, transparent, and competitive bidding and tendering processes. The position is responsible for procuring goods and services in a timely and cost-effective manner while mitigating associated risks and liabilities. This role provides advice and support to local municipalities in accordance with applicable legislation and policy.

MAJOR RESPONSIBILITIES
Procurement Compliance (30%)

  • Collaborate with departments to identify procurement requirements and develop procurement strategies that align with operational needs and organizational objectives.
    Provide procurement advice, oversight and guidance to County and local municipal departments regarding procurement best practices, risk management, contract administration, and compliance requirements.
  • Recommend appropriate procurement methods, including Requests for Tender (RFT), Requests for Proposal (RFP), Requests for Quotation (RFQ), Vendor of Record arrangements, and other competitive procurement processes.
  • Support operating departments in managing and resolving contract disputes and performance issues (pricing, quality, timelines and discrepancies).
  • Maintain a positive, constructive working relationship with all staff and vendors.
  • Facilitate the procurement process from planning and solicitation through evaluation, award recommendation, contract execution, and project close-out.
  • Identify, reduce, and mitigate procurement-related risks and liabilities while ensuring fairness, transparency, and defensible procurement practices.

Procurement Administration (60%)

  • Develop, review, and issue procurement documents, including specifications, terms of reference, evaluation criteria, contracts, and related documentation. To be done in an open and transparent manner, including the preparation and administration of Requests for Quotation, Requests for Proposals and Tenders in collaboration with user groups, including attendance at site meetings, evaluation of bids and contract negotiation.
  • Ensure procurement requests have been properly approved/authorized in compliance with procurement policies and procedures.
  • Responsible for the issuance of Purchase Orders.
  • Represent the County and participate in group buying initiatives and identify opportunities to leverage multiple agency spend (Provincial VOR, OECM, Eastern Ontario Buyers Group) to obtain best value.
  • Mitigate risk through the use of bid and performance securities, knowledge of contract law and legal precedent, appropriate supplier insurance and WSIB coverage.
  • Identify, reduce, and mitigate procurement-related risks and liabilities while ensuring fairness, transparency, and defensible procurement practices.
  • Coordinate evaluation processes, maintain procurement records, and prepare award recommendations and supporting documentation.
  • Monitor procurement project status and maintain accurate procurement schedules, files, reports, and records.
  • Support contract management activities and ensure procurement documentation is complete, organized, and audit-ready.
  • Coordinate collaborative procurement assignments and projects as required.
  • Assist with policy development, process improvements, training initiatives, and continuous enhancement of procurement practices.
  • Maintenance of an electronic purchasing system and identify opportunities for process improvements and efficiencies.
  • Other duties or various special projects as may be required or assigned from time to time.

Vendor Management (10%)

  • Develop, maintain and monitor a Vendor Performance Tracking System.
  • Review and analyze purchasing agreements and contracts for accuracy and to mitigate errors, risk and/or liability.
  • Ensure vendors provide required documentation including but not limited to insurance coverage, WSIB, bonding and sureties.
  • Ensure the evaluation and recommendation of vendors, suppliers, products, and pricing are appropriate.
  • Provide professional communication from the County to its business partners as required and in accordance with legislation, policy, and procurement deadlines.

*Note: All activities are expected to be performed in a safe manner, in accordance with the Occupational Health and Safety Act and its Regulations, along with Corporate Safety policies, procedures and programs. In addition, all necessary personal protective equipment must be used and maintained in good condition.

DECISION MAKING AND INDEPENDENCE

  1. Create competitive bids and manage document control for procurement processes. e.g., RFP, RFQ etc.
  2. Make procurement recommendations based on policy framework.
  3. Provide advice to local municipal department heads.

  1. Recommendations for procurement for purchases above their recommended levels.
  2. Policy amendments.
  3. Recommend participation in a purchasing collaborative.

MINIMUM QUALIFICATIONS

a) Education

  • Post-secondary education in Finance, Business Administration, Public Administration, Supply Chain Management or related discipline.
  • Professional purchasing designation (CPPB, CPPO, SCMP, NIGP-CPP) or equivalent or enrolment in a program leading to a designation.

b) Experience

  • 5 years of progressive experience in procurement, purchasing, contract administration, or a related field, preferably within a municipal or public-sector environment.
  • Experience leading the execution of formal competitive procurement processes (Tender, RFP) an asset.
  • Experience in negotiating vendor contracts to protect the financial interest of the County and local municipalities an asset.
  • Working knowledge of municipal procurement practices, public procurement legislation, trade agreements, and competitive bidding processes.
  • Experience with Microsoft Office 365 applications as well as procurement and financial management systems.

c) Knowledge/Skill/Ability

  • Detailed oriented with a thorough understanding of ethical issues related to public procurement.
  • Demonstrated proficiency and competency with various computer software including Microsoft Word, Excel, PowerPoint, SharePoint and web pages.
  • Oral and written communication skills to deliver information efficiently and effectively to staff, Department Heads and all other stakeholders and to create comprehensive and complete procurement documents.
  • Demonstrated ability to apply analytical and critical thinking skills including research, data analysis and creative problem solving.
  • Excellent time management skills and an ability to manage multiple priorities and tasks efficiently.
  • Relevant knowledge of municipal business activities including construction/CCDC contracts; legislation, local government structure and responsibilities.
  • Excellent interpersonal skills and ability to build professional relationships with colleagues at all levels of the organization as well as vendors and suppliers.
  • Ability to take initiative, work with minimal supervision, exercise independent judgement and demonstrate sound decision-making.

PREFERRED QUALIFICATIONS (asset)

  • Membership in relevant association e.g. Ontario Public Buyers Association or Purchasing Management Association of Canada or ability and willingness to obtain.
